The man page and CPAN documentation for MP3::Tag states that ID3v2.4 is not fully supported:
it is not fully supported; allow on your own risk
All documentation I found out about MP3::Tag states very clearly that ID3v2.4 is not actually supported. I don't understand why an option is provided when the support isn't available, I imagine it was planned but never actually implemented.
I tested, and v2.4 frames are never written. Therefore, that option should be removed.
I've attached a patch.
You're right, this was an old line. It's been removed.
