This bug seems to be associated with the pack 200 feature. We have fixed this bug in our development version, and will be making a release soon. As a temporary workaround, you may disable the pack 200 feature by going to General -> Optional Advanced Features -> uncheck Use Pack 200 compression, and then create the installer. If this doesn't fix it, please post back with an updated error id with Pack 200 compression disabled.
