Can you try disabling the Pack200 Compression feature by going to General -> Optional advanced features and unchecking "Use Pack200 Compression" in PackJacket. After this, try generating an installer and see if you still get the same error. If you still do, please post an updated log file with those settings changed. If you don't, then this bug is related to the bug with the Pack200 Compression feature which we have fixed in our development version, and in the process of testing our development feature to do a release soon.
