It looks like some versions of NET-RAWIP may have had problems identifying that they were, in fact, running as root. See for example http://www.nntp.perl.org/group/perl.cpan.testers/2006/10/msg361876.html where the author suspects that gaining root access via "su -" was causing the same error message. Danny's solution may provide the fix for this. Also, if your gaining root access via 'su' or some other mechanism you may want to try logging in directly as root.
