[PacketFence-users] Radiusd-acct cannot start after upgrade to 12.0

I upgraded from 11.2 to 12.0. and now radiusd-acct service cannot start
because pfacct already listens on port 1813

The following errors shows in the log

Oct 18 14:54:33 rpsnac radiusd-acct-docker-wrapper[243145]: Tue Oct 18
14:54:33 2022 : Error: Failed binding to acct address * port 1813 bound to
server packetfence: Address already in use
Oct 18 14:54:33 rpsnac radiusd-acct-docker-wrapper[243145]: Tue Oct 18
14:54:33 2022 : Error: /usr/local/pf/raddb/acct.conf[8]: Error binding to
port for 0.0.0.0 port 1813


netstat shows pfacct listening on the port already.

udp        0      0 127.0.0.1:1813          0.0.0.0:*
    2696/pfacct
udp        0      0 127.0.0.1:2056          0.0.0.0:*
    2696/pfacct
