[PacketFence-users] captive portal issue with fortinet

I have been able to do EAP TLS with pf no isssues.
I am now trying captive portal.
I have set it up on MNGT interface along with DHCP services.
This issue that I am running into is this

My switch is fortigate fw the config is the following:
