Sounds like a good job for an ARP implementation, should do exactly what

Hi guys,

I know that you deal only with VLAN switching but I was wondering how
can one setup packetfence in registration mode only without having to
switch VLANS.
Here is my setup I have to cards one for internal network and the other
connected to my Internet provider.  I choose the custom template when
configuring the pf.
The service started with no errors and rearrange the Iptables, Once a
clients connects from the internal network I get and error.

ERROR: invalid IP: 0.0.0.0 from isinternal (pf::util::valid_ip)
