#104 Workspace blocked after submitting change

After submitting a changelist with >20 files, the change
will be submitted to the p4 server but during the
workspace refresh (perhaps while rebuilding the
submitted files?) the workbench will become blocked and
a number of "workbench blocked" dialogs will appear
(usually more than 5). Cancelling out of these dialogs
appears to make everything return to normal.

This is not easily reproducable (i.e. it doesn't happen
with X submitted files each time).

See attachment with thread dump and the stack traces
that are thrown when the operations are cancelled (the
actual blocking does not throw).

I am going to update to 0.6.21 and see if this still occurs.

    Upgraded to 0.6.20 (0.6.21 doesn't seem to be available) and
    encountered a situation that "felt" that is should have caused
    the block but did not. Going to leave open until another
    situation occurs just to be sure.

    Althought I cannot recall anything about "workbench blocked"
    dialogs, there have been some bug fixes related deadlocks
    around the workbench. It's possible the dialogs are a
    feature of a new version of Eclipse in such a situation.

    The dialogs appeared in 3.0M4 if I'm not mistaken. Once they
    went over to the "Responsive UI" (specifically the "Support
    concurrent activities") they added a dialog for when the
    threads start bumping into eachother.

    Next time I get it I'll take a screen shot for you.
