#283 Descriptions for source-code download archives

It would be cool if the available download archives listed in "files-readme.md" in the Files section had helpful descriptions attached that could be shown by OWLMaker in the dialog box "OWLNext source code download".

For example:

• 7.0: Latest stable version for C++17 and Window Vista or later.
• 6.44: LTS version for C++98 and Windows XP or later.
• 6.36: Stepping Stone version for migrating to modern tools.
• 6.30: Starting point for OWL 5 legacy applications.

PS. The dialog could also benefit from a Help button to a new section "Download source code" on the OWLMaker documentation page, describing the command "Tools | Download source code", with links to Upgrading from OWL as well as Supported Compilers, helping users to choose the right version to download.
