#280 TTipDialog improvements

Some ideas for improving TTipDialog:

1. Refactor the internals to use std::filesystem instead of TFileName for dealing with the tip file.
2. Provide an easy way to specify the name and location of the tip file.
3. Maybe provide alternative ways for specifying tips, for example string resources.
