using a plain text list of skip directories, along with the
contains (~) operator, means that any user with a directory
name comprising part of a skip directory's name will be
exempt from quota checking. for example, users with names
such as "work", "ash", "older", or "hared" would be skipped.
skip directory names should be kept in an array and only
skipped when matched exactly (not in part).
