I don't know anything about the windows issues myself; I was under the
impression that the windows installer includes tcl... I would assume it
should be tcl8.3.

Patches are just XML, they can also be generated by tcl function calls,
and  also by open sound control messages (but there is no GUI for that).

Objects must be written in C++.  There is a GUI tool called 'externalizer'
to help you write objects/externals.
