Hi. 
I am guessing you are using the (now rather old) Windows installer for 
OSW.  Did you install version of Tck/Tk/Iwidgets that comes with it?

There are instructions here: http://osw.sourceforge.net/html/INSTALL.win

If it's still not working and giving the error below, please let me know.
