Change calculation of max. population

Planet 6 slots.
3 of them are outpost , 3 x 2000 = 6000 pop.
3 of them are lab complexies , 3 x 1500 = 4500 pop.
Summary on planet works 10500 population.
Max population 10500 * 1.125 = 11812.
Outpost producing bio 3 x 37 = 111 = food for 11100 people.
So every turn I lose 8 biomater , 11812-11100=712 people above bio producing.
Bio reserve continues to 0. But I needn't 1312 workers I need bio reserve. :)
and second example:
I conquered enemy system. Planet is without building (all was destroyed during attack) , curennt population is 4400 and MAX population is 5250. BIO reserves are going down and population is rising every turn - but why ?
I agree this can be a problem, and I also had it in the past.
