#4474 no consent types = NPE when creating a new patient

Client browser: Chrome
Client OS: Ubuntu
Preconditions:

1. oscar should be setup with USE_NEW_PATIENT_CONSENT_MODULE=true

Expected Result:

1. when creating a new patient it should work..even if no consent types have been defined
   Observed:
2. A NullPointerException is throws when trying to save.
