Preconditions:
consultation_signature_enabled=true in the properties file
faxEnable=yes in the properties file

Steps to reproduce:
1. Open E2 and click on consults and add new
2. observe there is no place for a signature

Expected Result:
Ability to mouse sign the consult

Observed:
Ability to sign in the old interface and not the new
