#3471 With consultation_fax_enabled=true, when there is no specialist specified in the consult, the consult shows up as "-1"

With consultation_fax_enabled=true, when there is no specialist specified in the consult, the consult shows up as "-1" in the consult PDF. Ugly. I've already fixed this and will commit.

    Re-tested R12_1 commit: https://source.oscartools.org:8080/#/c/10829/ -> issue has been resolved

    I just tried master as well, and I'm noticing that when no specialist is selected, it doesn't show "-1", it shows no specialist. But, when I select a specialist, it doesn't show anything either, which is bad. Going to do some more testing to make sure this is a bug, and I'll file a new one.
