In the old version of the 'Administration' control panel, when you setup forwarding rules, the textarea/textbox that lists the care providers to select, is about 10 entries tall.
In the new version the list only shows about 3. This is very small and hard to use. It was the first thing the team said when they saw/tested it.
Steps to reproduce:
1) Login to OSCAR with user that has 'Administration' privileges
2) Click on Lab/Inbox
3) Click on Forwarding rules
Expected result: The list should be the same size it was in the old Admin control panel (~ 10 entries)
Actual result: The list only shows about 3 entries
