Hi Chris

Osalp is quite unmaintained at the momemnt.  Even then it only handled 
PCM data in wave files and quality settings weren't handled very well.

Have you looked into SOX?  Or mpg321?  Or Lame?

With all three you can easily do what you want and they are very well 
supported.
