[Osalp-dev] New library Ogg Vorbis

I have added a new format library to the CVS repository. It
was submitted by Jeroen Versteeg. It reads Ogg Vorbis files.
For now it only reads. Hopefully in the future it will
write as well. For now you will need to install the Ogg
Vorbis libraries on your machine to compile this format
library.
