[Osalp-dev] MP3 and command line example changes

I made two changes into the CVS repository.

1) Made changes so that file names with spaces in them get passed
correctly to the applications that the library calls.

2) Changes command line example prog to osalp. Also added README file
to osalp describing how to use it. Added a convert mode to the osalp
sample command line application that will allow one to convert one audio
file format to another.
