Emp can't apply leave for the brought forward leave balance

Version : orangehrm-2.6.1-beta.2.5819

Description : After the Leave Carried Forward, Employee/Supervisor cannot apply/assign leave for the next leave period for the leave type that are not allow to apply more than leave current balance

Steps :
Assume following prerequisite are already defined

Leave Type : Casual
Carried forward amount of leave for the next leave period: 10 days
Next leave period leave balance 10 days

1.Login as eligible user/supervisor and apply/assign leave,
2.System wont allow to apply leave & message will show saying "No leave quota"

Fix : If there is a leave balance, user should be able to apply/assign leave for any leave period
