#47 Migrate to GitHub

As a day-to-day user of OptiPNG, I am having the feeling that this project might get more contributions and engagement from the community by moving to GitHub. Firstly you would get a much better inituitive workflow for OSS contribution. Secondly, it has much more exposure than SF nowaday. Thought?

Maybe experiment with https://github.com/cmungall/gosf2github? I believe it deals with existing issues as well as source code?
