[opsmodelling-general] New document: What is Opsmodelling

Hello all,

I'm working on different documents now: "What is Opsmodelling", "FAQ",
"Roles" and "Task list"(for each subproject). They will be needed for
website too. Though it isn't very good releasing drafts, I desided to
do this -- maybe I'll be able to improve it, and you'll get it much
earlier. Also it is internal documents for improving our work, so I
hope you'll give me an excuse for mistakes, bad style and not
excellent content ;).

I've finished "What is Opsmodelling" by now. See it in docmanager:
