#25 Settings validation enhancement

1. Validation will be added to the input fields on the ORMAP Taxlot Editing Settings window to notify the user when invalid entries have been made. Save will be disabled until the settings are all valid.
2. Importing functionality will be enhanced to validate the loaded settings and notify the user when invalid values have been imported. Save will be disabled until the settings are all valid.
3. The editor extension will be enhanced to check settings on load. If settings are invalid, the user will be notified and toolbar functionality will be disabled.
