#25 New wbs level label added does not display in WBS Level view

ptr:
1. start owb
2. add a new wbs label under Activity in Tools > Options
> WBS Levels section
3. go to the WBS Definition view
4. Click on the WBS dropdown
Expect: to see the new label under Activity
Actual: you see WBSLevel3
Note: if you click the dropdown on the Task General
page you do see your new label, and the registry also
has the new label.
Now exit and restart owb - the WBS Definition view now
has the new label in the dropdown list.
