openvpn has "retry" capabilities, so it should figure out the tunnel
isn't working, tear it down and re-initialize. I've seen this too - it's
like the awakening has somehow frozen openvpn.exe - as otherwise the
standard "--ping" option should have recovered this - and indeed there
is no logging. I wonder if it's something to do with the state of the
TUN interface after awakening?
