#78 Document distribution

Some departments would like to check, if a user has the
right to access a document (if he is student/member of
the university). They suggest that the e-mail-address
has to be validated at registration (E-Mail with a
Validation-Link) and for current registered students
and when a student changes his e-mail-address! And only
students with for example @uni-muenster.de (validated)
in their e-mail-address can access/download the
documents (Perhaps you should give a hint at
registration that the student/member has to use his
university-e-mail-address).
