#37 Error with encoding and long texts with discussions

It seems that the discussion crashes if you try to add
vey long texts within the answer (no Attachments), also
OpenUSS
without any warning, converts latin characters
copy-pasted from Word to wrong characters for example "
char is converted to ?. maybe this can be solved using
the accept-charset="UTF-8", also we must add client
side verification of the forms to avoid empty fields
sent to the server
