#95 Charset shows correct in Files but not in Admin Log

Dear whom it may concern,

I've got a issue that can not figure out how to fix it,
When user upload a file which char-set was Double-Byte Traditional-Chinese,
In admin logs it can not shows correct, but in Files or My Files option it could shows correct,
I've attached both snapshot, can anybody show me a way that I'm possibly to seek out the issue at?

I've checked the character was already incorrect when write into DataBase, but I'm not very sure where I can modify your code to resolve this issue, any help? thank you very much!
