#78 OpenTracker locks without app_server_settings file

Just a note... I've found that if you try to install
OpenTracker (any version) before an
app_server_settings file exists, it will lock up first the
Deskbar, and shortly after Tracker, and nothing will be
displayed on the desktop except the mouse pointer.

This is often the case where people have an R5 distro in
vesa video mode, as R5 does not create an
app_server_settings file on default after an install.

Maybe a new function is called for to check for the
app_server_settings file and create a default one if it
doesn't already exist is in order? ;)

    I'll second this happening - my Vaio never had an
    app_server_settings file due to using VESA and OT killed it.
    Booting off a PE image from a network share (through DOS,
    don't ask...) and creating one let me boot again.
