But, who would (or could?) decide what is relevant ?

Add ability to collapse non-relevant fields in the data entry screen (front end).
On determining what is relevant, say for instance, the user had no "Capital Gains/Loses", they could collapse all of the fields under this 'Heading', putting them out-of-sight in the initial data entry screen.
Turbo-tax does this, and it does simplify the user experience.
Just a suggestion.
