#206 agreements for partners

Introduce new entity for AgreementTypeForRoleType which maps types of agreements available for partners. New Agreements sub-tab to check for what's available and create/view/modify agreements based on these types.

Also modify the UtilAgreement to use a new TermTypeFields to define what fields are available.
