MSI's of this name dated the 21 June should be discarded and the real latest version downloaded, sorry. Please visit: http://opensta.org/download.html again if you have already downloaded the installable. The OpenSTA team have obviously been working too hard (or drinking too much :-) and wish to apologize for any inconvenience this mix-up has caused.
