#122 No common date/time format

Dates and times occur in a number of places within
OpenSTA, in a variety of formats. Could we have a
standard format?
I would suggest using the extended formats of
ISO8601:2000, these are YYYY-MM-DD (date), hh:mm:ss
(time) and YYYY-MM-DDThh:mm:ss (date/time)

    These times should also be consistent throughout the run.
    ie. if a date/time is displayed it should always be this.
    John Crowell reports on the users mailing list that the HTTP
    data list looses the time form a date/time format at
    midnight.
