#44 SLP_AUTHENTICATION_FAILED never returned

A DA will never return the message
SLP_AUTHENTICATION_FAILED or
SLP_AUTHENTICATION_MISSING... If authentication fails
no message is returned, the DA silently does nothing at
all. This would make it very difficult to track down a
problem if the problem related to an authentication
failure.
