#159 Remove dependency on net-tools

Hello,

On linux the net-tools suite of utilities has been long since
deprecated.

OpenSLP still uses these utilities in multicast_route_set() in
the init script before the service is started. Attached patch
replaces them with appropriate commands from iproute.
