Though there appears no requirement for an associated context to have an identification, unless it has a validator, TR1467 requires a validator and TR1500 requires an identification when a validator is present. This could create the sitation where a context with no identification is disassocated by TR1467, a validator is attached violating TR1500.
Use cases for contexts without identification could include patient treamtent has begin before identification is complete (e.g., patient is admited unconcious with no identification).
2026-10-05: Agree, there is a definition gap. For the provisioning of a corrigendum, also take into consideration that there is TR1304, which requirements a "non-empty" identification sequence when the context association of a context is Assoc.
