To clarify: what is the meaning of a list of validators assigned to context states?

• Is there such a thing as primary validator - or: which one to rely on when inspecting the list?
• Is the list allowed to grow "indefinetely" over time, i.e. is there any process that mandates assigning all validators at once and never again unless a new association cycle is started?
• Are these questions rather hitting the BPKP turf?

• There is no priority assigned to the sequence of validators by default - applications may decide to reorder and interpret validators based on application-specific conditions
• Any list in BICEPS may grow indefinitely, it is up to a provider to prevent lists from growing uncontrollably

BICEPS does not put specific constraints on the list of validators. The revision should introduce the concept of validators in more detail.
