#819 AMF: support immediate effect when changing comp/hc-type attributes

This is a continuation of ticket #539. Use case is changing for example a HC timeout and it should take effect immediately without need for restart.

AMF should support the writable attributes of sutype, su, comptype, comp, hctype, hc and SaAmfCompGlobalAttributes. Basically everything related to the execution of component and error handling in the AMF node director.

    When considering that AMF needs to support changes in comptype, hctype and SaAmfCompGlobalAttributes (possibly others) I think the applier solution is the best and most future proof. I will update the ticket description.

This new sub-service should be running in its own thread and handle the BAD-HANDLE error code that can happen if immnd is restarted.
