When SI is locked, admin operation returns OK immediately.
AMF is not checking whether components stopped providing service using this SI while returning admin operational value.
In the case of quiesced time outs such as #2335 , AMF should wait untill CSI removal is totally done or TIME_OUT can be returned.

Another problem is that AMF is not following the SI lock sequence from the spec. First it makes the active assignment quiesced, then it removes the assignment. Needs to be fixed at the same time. See 10.4
