Under scenario multi partitioned cluster rejoin, AMFD crash as following:

Aug 28 19:01:26 SC-2 osafamfd[8423]: opensaf/src/amf/amfd/sg.cc:1824: set_fsm_state: Assertion 'su_oper_list.empty() == true' failed.

    amf: fix amfd crash in multi partitioned clusters rejoin [#3218]
    
    When amfd read headless cached RT attr, it should delete SU in
    osafAmfSGSuOperationList attr of SG if there is no any assignment
    in progress can be found.
