#2537 base: Provide a stable boot time stamp using a cache

As an improvement to ticket [#2535], cache the boot time stamp under /var/lib/opensaf and use the cached value when available. This will ensure that the boot time stamp will remain stable, even in the presentce of measurement inaccuracy and system clock drift.
