#1760 ClmFinalize giving BAD_HANDLE after switchovers

Setup:

Issue is every time reproducible.

Except for first switchover, invoking clmFinalize after switchover gives TRY_AGAIN first and then fails with ERR_BAD_HANDLE

Thought initially got carried away with some troubleshooting of 1701, was able to finally confirm that reverting 1701 fixes this problem too!
