#1532 AMF : SI should be reverted to unlocked state, after shutdown operation of SI is rejected

Steps :

• Initially all the SIs are in assigned state.
• Invoked shutdown operation on one of the dependent SI .i.e SI2.
• For the quiescing callback, component responded with FAILED_OP

• Further unlock operation of SI resulted in TIMEOUT return op.

The configuration is attached. For the scenario to be reproduced, call the quiescing complete api in shutdown operation of dependent SI. Expectation is SI should be moved back to unlocked state, like in other scenarios where shutdown operation of SI is rejected
