Today's behavior in single step procedures:
-if a sw bundle requires node reboot to install/uninstall the whole cluster is rebooted.

The enhancement is to only reboot the nodes affected by the single step procedure. If both controllers are within the list of affected nodes, the whole cluster shall be rebooted as today.
