#1289 PLM: HE deactivate for full-5 hotswap doesn't work

Locking an HE (Full-5 hotswap mode), and then deactivating it doesn't work. The locking part works fine, but the deactivate transitions the HE presence state to SA_PLM_HE_PRESENCE_DEACTIVATING, and never moves to SA_PLM_HE_PRESENCE_INACTIVE.
