#1003 OPensaf is not bringing-up on payloads (PL3 and PL4)

After installing the RPM on all the node with immPBe enabled trying to bring up setup, payload nodes are not bring up .

Trying to up the opensaf with OPENSAF user on all the nodes but on PLs it is trying to create a logs with root user so the opensaf use doenst have permissions to log the traces on payloads.
