#28 can't delete test sub-category

when you try to delete a test sub-category, openreqs
takes you to the update page, with the exception that
the update button is re-labeled delete.

Instead it should at most take you to a second view
screen asking if your sure, but never to a screen where
you can edit the fields.

Changing to a feature request, since it does actually
perform the delete. The page is re-used (title and button
text changes) but the action invoked by the form is the delete.
