OpenQuicktime can encode movies, but it can't hint them for streaming 
- so probably isn't a lot of help to you.

You could try mpeg4ip: http://mpeg4ip.sf.net

Haven't tried it myself for a while but might be what you are after ?

Nope. Mpeg-4 is mostly the same as QuickTime but there are a few changes.

QuickTime Player 6 and Mplayer perhaps... ?
